I don't know what you're referring to because you can search people by their names across instances very easily, at least I can in the mastodon mobile app.

It never will, mastodon was built against "the algorithm" as a concept, you curate your feed, not them, an "algorithm" that estimates your preferences is the best solution to make sense of such a high quantity of posts, but goes against core tenets of mastodon
