Second, the special issue issue is a problem in part because it is so heterogeneous. Sometimes you see very good special issues with proper peer review. Other times you see very bad special issues with ethically questionable procedures. This produces the kind of value you speak of.

A few things worth pointing out. First, the official bar for some of these journals is very low and in the "About" section. "Correct" is often enough. It's in plain sight! Why are these considered prestigious by other academics who know better? Lower tier econ field journals have higher standards!

Do you mean writing mostly words to convey the logic of the proof instead of detailed mathematics? When it's done well I really like it as a style. But it's hard to pull off.
