Kyoto City first introduced its accommodation tax in 2018, becoming the third municipality in 🇯🇵 to do so. The current tax rates are as follows:

200 yen for stays under 20,000 yen per person per night

500 yen for stays between 20,000 yen and 49,999 yen

1,000 yen for stays of 50,000 yen or more

Under the new system, visitors paying 100,000 yen or more per night per person will be charged a 10,000 yen accommodation tax — the highest flat-rate accommodation tax in Japan under the system that scales with room rates. The revised tax will take effect on stays beginning March 1, 2026.
