Completely different cultures with different units etc! Kislev is confirmed to have a full army at some point and theg are VERY different to the Empire :)

Oh there have deffo been worse books for sure. I don't think it's Graham's best work but tbh it was the first book for what is essentially a new setting it would be expected to see teething problems
