End of the day, your comfort level w/ a tool is 90% of the ceiling of what you can do with it! People can do ridiculous things in RPGMaker too

You *can* use Unity and it's quite robust but they are pretty mysterious w/ their pricing model updates
Unreal sounds like way too much engine for your needs, and if you are aiming for 2D specifically I think it's not elegant a solution
