Here are some ideas to increase scoring in the PWHL:

1. Make players serve all 2 minutes of a minor penalty, regardless if a PP goal is scored. A 5-minute major doesn't end with a PP goal - why should a minor penalty? This was the rule in the early days of the NHL, until Montreal's PP was too good.

I think some rules can be tweaked to increase scoring without hindering the goalies.

Counterpoint: The two expansion teams are 3rd and 4th in PP pct. Seattle is at 22.2%; Vancouver is 16.7% -- NY is 0%, Toronto 6.3%, Frost 9.1%

They are. But goals are far more exciting than saves. I'll take a 5-4 barn-burner over a 2-1 game any day.

Another way to look at it is that PWHL scoring is just over 30% lower than NHL scoring this season!

Yes, this is a small sample size. But scoring last year in the PWHL was too low already, IMHO (just 5.02 goals per game). It can't afford to go down further, especially by almost 17%.

(To compare, the NHL has had just over 6 goals per game so far this season.)
