Not really, because gridlock would show up in poorer bus times, for example, though I'd agree other measures are still important

If I understand correctly, it is currently being resurfaced and some restrictions apply meanwhile, but it will reopen fully for pedestrians and cyclists, and not for motors - there are no plans for the foreseeable future to spend the necessary money to do that.
