We wanted to show how games can play their part in addressing climate change and how we can sustainably make games for sustainability. We're so lucky that we gathered some incredible people to write chapters, giving a voice to those working on sustainability in and through gaming.

Brian Upton's Situational Game Design has a decent discussion of this tension, I think. I think we're seeing a rise in high "resistance" games where the player role is not powerful, not capable, and not desperately scrambling rather than an expert. Perhaps this framing is helpful?

Kind of echoing your discussion with Craig, while moments of control can be cathartic, I believe players don't enjoy complete control, as that's boring. Trying to control a situation that's slightly too much to comprehend or predict makes emerging out the other end delightful instead of inevitable.
