I regularly see concrete walls poured - either with wood formwork, or using cinderblocks. rebar grids and/or mesh are used.
seems it could fun to try as a masonry veneer. or a raised bed. but def not as a wall or building.

I live in an area where you can technically overwinter tomatoes (most years. although powdery mildew usually does em in). Storage tomatoes sound like a fun option.

this is so, so common with french drains in the US.
