Not every act of bigotry & racism is bullying. I'd consider the hypothetical, as stated, to be bigotry but not bullying... yet. Though bullying is not far behind - a direct or indirect attempt to force you change the route, an attempt to silence you for calling the bigotry etc out would be bullying.

Crimes against humanity are defined as crimes committed in the context of a large-scale attack targeting civilians. One may argue whether these crimes reached the scale necessary to fit the definition. Whether they qualify as crimes against humanity or not, they do qualify as murder.

Yes, our country can't stop our own criminals because right now it is run by those criminals. But

* Once we take power back we can punish the criminals ourselves, no ICC needed.

Calling ICC to the rescue is a cheap copout, a denial of our own agency.

In 2022 CA contributed $700B in federal tax. The whole CA state employee payroll is about $31B. State employees pay $3B in federal tax, less than half a percent of the total.

Innumeracy wasn't the most important factor in bringing us where we are but it played (still plays) a role.

Self-determination for Jews means the same thing it means for any other ethnic group (incl Palestinians): the right to form their own political & state entity.
My support of that right has nothing to do with giving Israel carte blanche. Your opposition to that right has everything to do with racism.

The two hypotheticals are relevant:
1) An officer knows that a preemptive strike is a priori illegal
2) An officer probably can't know that "Russia launched the 1st strike" is a lie.
