In case not every last person would spend that money on those kids as much as they should, the company should just help kids out directly in more ways, as needed - like additional forms of insurance.

One's company should be a community worthy of one's participation on every moral & emotional level.

Ideally, parents would be paid more per well-verified dependant, at least for hours when their specific kids are out of school, not just for childcare but to compensate for the loss of valuable family time,
