The time zone part is there so they can get the correct offset from the UTC they're getting from either GPS or the cellular network, they just didn't install the tzdata package (or its equivalent on the off chance that the RTOS they're using isn't ultimately Linux under the hood)

Context: I had to build a home assistant automation because the car repeatedly failed to start charging on the schedule I set to take advantage of my off peak rates. Said automation checks that the car is plugged in before starting charge. I really don't understand how Hyundai is so bad at this.
