Oh, if the paper thin reasoning for destroying those boats doesn't meet the minimum, it is extrajudicial murder without jurisdiction.

Technically, the killing of the stranded survivors would be the war crime. The "war on terrorism" justification is thin, but might technically fly in the Hague.

There was nothing the shooter did to improve the plight of Afghani asylum-seekers in the US. It was revenge, and acting out in a familiar, violent, way.
He was aiming at the top, and a couple folks in camo stopped him. If it was capitol police, the same might have happened. Violence begets.

To be fair, the perpetrator probably would have shot whoever got in his way. The National Guardsmen likely saved a couple Capitol Police the same fate.
