I do recognise that some families circumstances may have changed, but they will be a pretty small minority compared to people being irresponsible with procreation.

It is the parent's fault though. The two-child cap was not applied retrospectively. Everyone having additional children was aware of it.

If you have two kids, don't have more then complain they're in poverty.

At a time of extreme financial stress, why are the Govt. suggesting they will spend billions on people who have had kids they couldn't afford?

When the two child cap was introduced it was not applied retrospectively - so families who had additional children knew the score.
