Gwinnett (northeast suburbs of Atlanta) tells pretty much the whole story. The population has almost doubled since 2000, but it has fewer white people in raw numbers than it did then.

That’s probably true, but 1) people hate taxes and 2) what you’re saying is true at a population level, but isn’t true for individuals and those individuals are concentrated among politically influential groups (professionals, union members).
