The first Christmas after my dad died, we got a pink synthetic Christmas tree to still do something to celebrate the holiday without trying to make it exactly how it has been with him around, so I still have a soft spot for them! Although, I also just generally like tacky neon pink things tbh

Probably some combination of buybacks in the very worst areas and funding for weather-hardened construction/renovation elsewhere would be ideal

To be good policy it would, in my opinion, need to be accompanied by a government buyback of at risk properties purchased before a certain point but just having the NFIP and similar state-level insurers charge market rates would push a lot of people out of disaster prone areas
