This is more or less a German meme, it's older than the Internet. It represents someone telling explaining/telling some (obvious) fact, that everyone except the person telling it is already aware of. Louis de Funés (right) was a French comedian who was also very popular in Germany. The movie scene ("Jo" - 1971) depicted here is Inspector Ducros (Bernard Blier) telling Antoine Brisebard (Louis de Funès) the results of his ongoing investigation, while Antonie is actually (kind of) the perpetrator. Each conclusion of Ducros is ended by a quick exchange: The nervous Antonie comments with a shocked and obviously faked "No!" ("Nein!") Ducros replies with a stern "Yes!" ("Doch!") and Antonie comments with a faked-surprised "OHH!". This meme is so culturally engraved, that it isn't uncommon for someone to throw in a "OHH!" after a humorous "Nein! - Doch!" exchange.
