googletag.display('div-gpt-ad-1703223425197-0'); }); </script> </div></div> <p>2月7日，一個名為「FreedomGunpla R1」（自由鋼普拉R1）的台灣開源AI主權模型開發提案，一天之內，在Facebook上獲得近700次分享，和逾千個按讚數。支持者不乏許多台灣知名軟體開發者、學者，與創業者。</p> <p>該項提案是由台灣連續創業家、同時也是台灣生成式AI年會共同主辦人薛良斌發起，目前核心成員包括有，曾在Meta、亞馬遜AI團隊實習，並有繁體中文大語言模型訓練經驗的台大資工博士候選人林彥廷，以及獲Nvidia投資的知名雲端解決方案公司Ubitus創辦人郭榮昌及其團隊。</p> <h3>民間發起，台灣首個開源版主權AI專案誕生</h3> <p>不同於過去被稱為「台版GPT」的本土大語言模型計畫TAIDE背後，主要是由國科會支持，自由鋼普拉R1則是由民間發起，可以說是台灣開源版主權AI。</p> <p>但，台灣既然已經有TAIDE這樣的專案，為什麼還需要自由鋼普拉R1？</p> <p>薛良斌認為，<b>過去台灣訓練的AI大語言模型，最大問題是缺乏推理能力，也不夠聰明，而基於DeepSeek R1的模型基礎與訓練方法，將有機會打造出更強大、更貼近實用需求，也具備更好繁體中文與台灣文化內涵的台版AI推理模型。</b></p> <p>他強調，這不只是一個技術專案，更是文化與價值工程。</p> <p>對此，業內支持的人多，卻也不乏有一些不同聲音，例如：以DeepSeek R1模型為基礎，是否為打造台版GPT的最佳選擇，就存在討論空間。</p> <h3>數十年難得一見，台灣AI搶市的機會窗口來了</h3> <p>但薛良斌認為，眼前是台灣數十年難得一見的機會，而這個窗口期限不會太長，如果不盡速啟動，恐怕機會不再。</p> <p>所謂機會窗口，主要是郭榮昌所說：「（DeepSeek）技術上是好的開源模型，但是思想上會與自由世界有偏差。」在去除DeepSeek存在的「對齊中國價值觀」問題，以及資安疑慮前，全球多數企業和組織不會輕易採用。</p> <p>因此，<b>誰能在不削弱該模型能力的情況下，率先校正DeepSeek R1的價值觀，就有機會搶到中國以外市場，主流AI開源推理模型的地位。</b></p> <p>「Hugging Face（開源社群平台）有個Open-R1專案。如果他們先訓練出來，那大家用他們就好了。」薛良斌以此說明，速度為什麼至關重要。</p> <p>試想，基於商業競爭等考量下，只要Open-R1能解決前述價值觀的問題，即便未能針對繁體中文和台灣文化做強化，台灣企業也可能立刻選用，更別說其他國家的使用者。如此，即便後續有人要持續投入發展台灣主權AI模型，也可能會因為使用者缺乏，最終無以為繼。</p> <p>反之，台灣若能搶先一步，讓全世界注意到，台灣率先修正DeepSeek R1的中國價值觀，做出全球可用的領先AI推理模型，就有機會爭取領先地位。</p> <p>此外，因為該提案計畫強化繁中能力和台灣文化，一旦成功，台灣就會像是擁有一個不僅具備全球知識，同時也對台灣有深入了解的專家導師。台灣企業、組織在這個基礎之上開發AI應用、做AI導入，將更得心應手，甚至在全球競爭占有領先優勢。</p> <p>薛良斌預期，<b>若能成功打造這個導師模型，台灣企業也將跟上這波全球AI大浪潮，加速實現產業升級。</b></p> <h3>從硬體強國到軟體領導者，台灣AI的轉型關鍵</h3> <p>Google機器學習開發專家暨亞太智能機器創辦人吳柏翰指出，鋼普拉R1這樣的專案可以視為一個國家模型，如果成功推動，後續相關的AI應用開發商，就可以此為基礎，接續推動AI行業模型、企業專家模型，幫助模型應用落地，擴大影響力。</p> <p>再更直白一點說，就是台灣將有機會在AI時代賺到更多錢。當有人賺到了錢，就會再有更多人使用，那麼，對這個開源AI模型的投入就不會只是打水漂，而是能夠創造出真正的價值，並且長期發展下去。</p> <p>當然，這目前還只是一個理想，要啟動該專案，除了預計需要先募集到3千萬元資金，繁中資料的缺乏，也是問題。</p> <p>此外，薛良斌在提案中也寫明，調校DeepSeek R1的價值觀，會讓模型變笨，而要讓變笨的模型提升智力，「具可行性，但是機率低，需投入更多資源驗證」，他也不能保證一定成功。</p> <p>但與其等待別人再有新模型突破，只是停留在討論和思考，他相信直接動手實踐，才有機會找出答案，也才有實現目標的可能。過去這段時間暴紅的DeepSeek團隊，正是一個用實際行動打破不可能的最佳例證。</p> <p>而且即便自由鋼普拉R1最終未能達成理想目標，對台灣還是可望帶來正面效應。</p> <p>台灣網路公司KKBOX前總裁暨Visionary Capital創辦人李明哲認為，過去軟體開源專案多不需要群募，但訓練AI大語言模型有資金和算力門檻，所以如果這項提案可以解決各種非技術面問題，讓社群參與式的開源，在AI世代這個新戰場萌芽，「多點人有參與這類事情的經驗，肯定對台灣是好事」。</p> <p>AI熱潮發展至今，台灣確實穩穩守住AI硬體中心的地位，而不論是星際之門（Stargate）的推出，還是DeepSeek被預期可能帶來的傑文思悖論（Jevons Paradox）發威，都有望將台灣的硬體紅利期拉得更長。但從過去PC、手機時代的歷史經驗可以看到，硬體不可或缺，但軟體往往才是最大贏家，也是真正能主導市場走向的人。</p>
