Dear Parents and Families of DC Public Schools (DCPS),DCPS is committed to ensuring the safety of our school communities. Part of that commitment involves preventative measures when needed to safeguard students, staff, and spectators during athletic competitions.
Football games are a time-honored tradition, and for decades, DCPS has brought communities together to celebrate school spirit and cheer on our student-athletes. We know how important these moments are for our schools, and we want to keep them safe and enjoyable for everyone. Following multiple instances of spectator conflict, I am reaching out today to communicate updated protocols for DCPS football games, which will remain in place through at least Friday, October 10, 2025.
Effectively immediately, the District of Columbia Interscholastic Athletic Association (DCIAA) will implement the following changes:
1. Limited Spectators - Spectators will be limited to adults or students accompanied by an adult chaperone. For each adult chaperone, no more than three students will be admitted to the game. There will be no entry after the 3rd quarter ends.
2. No Re-entry - Once a spectator leaves the field or stadium, staff will reinforce the existing protocol that does not permit spectators to return to the game.
3. Concession Sales - Concession sales will end promptly at the end of the 3rd quarter. We suggest getting your snacks and drinks earty in the game to ensure you do not miss the opportunity.
4. Adjusted Schedules - For the next month and to the extent possible, schools will attempt to reschedule games to start earlier in the afternoon between 4:00 and 5:00 p.m., rather than the typical start time of 6:00 to 7:00 p.m. Additionally, schools may reschedule Friday games to be hosted on Thursday or Saturday.

We should not be arresting our unhoused neighbors. What we're witnessing on our streets is cruel, counterproductive, and unacceptable.

Federal agents should not be patrolling our streets, terrifying our residents, and taking people away. The federal surge needs to end.

Last night, as my partner and I walked home, we witnessed a plainly excessive local & federal police operation to apprehend ONE (1) elderly unhoused woman who, as far as we could tell, was doing nothing more than sitting on a stoop.

Not only MPD, but also FBI, USSS, IRS (?!), and of course our favorite mystery personnel in “federal agent” vests.

Neighbors were absolutely panicked. The apprehended woman has been a neighbor for decades. The massive response was terrifying and deeply unnecessary.

We need better leadership on these issues and we need the correct responses to various situations. Police should be involved where a crime has taken place. A phalanx of armed officers to bundle away one elderly woman is not what we mean by public safety.

Dear Chief Smith:
I have reviewed Order No. 6370-2025 (Bondi Order), "Restoring Safety and Security to the District of Columbia," issued late this evening by United States Attorney General Pamela Bondi. The Bondi Order purports to vest all powers and duties of the Chief of Police in Drug Enforcement Administrator Terrence
C. Cole as "Emergency Police Commissioner" of the Metropolitan Police Department (MPD). It also purports to rescind MPD Executive Order EO-25-005, as well as suspend provisions of General Orders GO-PER-201.26 and GO-PCA-702.01. It further directs MPD to enforce District laws and regulations pertaining to unlawful occupancy of public spaces and to rescind any MPD directives that conflict with any provision of the Bondi Order.
It is my opinion that the Bondi Order is unlawful, and that you are not legally obligated to follow it.
Section 740 of the Home Rule Act provides the President with the authority to direct the Mayor to provide services of the Metropolitan Police Department in order to address special circumstances of an emergency nature and for federal purposes. It does not authorize the President, or his delegee, to remove or replace the Chief of Police; to alter the chain of command within MPD; to demand services directly from you, MPD, or anyone other than the Mayor; to rescind or suspend MPD orders or directives; or to set the general enforcement priorities of MPD or otherwise determine how the District pursues purely local law enforcement. The Bondi Order is, therefore, ultra vires.
In addition, the Home Rule Act vests the executiv…

respect and obey the Chief of Police as the head and chief of the police force, subject to the rules, regulations, and general orders of the Council of the District of Columbia and the Mayor of the District of Columbia." D.C. Code § 5-127.03. Having been duly appointed by the Mayor and confirmed by the Council, you are the lawfully appointed Chief of Police of the District of Columbia. Therefore, members of MPD must continue to follow your orders and not the orders of any official not appointed by the Mayor.
Regardless of the Bondi Order, no official other than you may exercise all the powers and duties of the Chief of Police or issue any executive orders, general orders, or other written directives that apply to members of MPD.
