Report cover page SEStran People and Place Programme 2024/25 EVALUATION One of 100 funded projects was support for Porty Energy's bike library ‪portyenergy.bsky.social‬ ‪@portyenergy.bsky.social‬ · 4mo We're delighted to have received funding from SEStran & Transport Scotland to continue our bike library & projects through 2025. 🎉🎉🚴‍♀️ Using part of that funding we're looking for a summer worker to look after Porty Active Travel Hub over the busy summer weekends: bit.ly/3ZGdyp1 - deadline Saturday! Summary 1 This report is the culmination of the first year of our People and Place programme that has supported and enabled more than 100 active travel behaviour change projects across the region. These include projects across the region which fund cycle repairs, bike recycling, the purchase of new cycles, and street audits to remove barriers to people walking and wheeling. I’ve particularly enjoyed seeing the impact the funding is having and speaking to the people who have benefited. One example is when we visited FEL Scotland’s active travel hub at Grangemouth High School. We spent time talking to the pupils and teachers about the project, and I was impressed to hear about the dramatic increase they’d seen in young people cycling to and from school each day. I also loved hearing directly from the young people who had never previously cycled or scooted, but were whizzing around the playground without any fear. There have also been challenges. 2024/25 has been a transition year in which responsibility for funding management moved to Regional Transport Partnerships for the first time, so there was a fundamental change in programme governance and delivery mechanisms. This inevitably influenced programme implementation and outcomes and impacted data consistency as delivery organisations adapted to a new way of working. This report does not cover the full breadth of work completed in 2024/25, as many schools projects extended beyond the end of the reporting period so data collection and analysis was not possible prior to publication. Evidence from these projects will be incorporated into the 2025/26 programme evaluation report, providing a more complete picture of programme effectiveness. We’re pleased that this evaluation report provides valuable insights into the performance of our work in 2024/25 and identifies key learnings that will inform future programme development that we will be taking forward as we develop People and Place in 2025/26 and beyond. Misleading ScotGov graphic conflating Active Travel & bus funding in misleading way.. Active Travel funding As we explained in our responses to the 25/26 budget (here and updated here) the government has changed the ‘active travel’ budget line into ‘active and sustainable,’ with the amount specifically for active travel now being unspecified. The further we have dug into this, the more ‘non-active’ this budget line appears to be – the total also includes bus infrastructure, money towards EV charging and unspecified ‘other.’ As a result, the amount actually going to active travel might still be around our original estimate of 4.6% of total transport spending – or might be far lower. Knowingly misleading presentation Despite the above explicit change in the budget’s structure, the PfG includes this graphic [page 23] … This is blatantly misleading, as the 21/22 figure is for active travel only, whereas the 25/26 figure, as mentioned above, also includes bus infrastructure, some EV funding, and unspecified ‘other.’ We had already heard government MSPs referring to the £188m as increased funding – glossing over this underlying reality. Now we see the £115m/£188m misleading comparison printed in this major government document.

With a solely carrots-based approach, Edinburgh car-km is on an upward trend and nearing pre-covid levels. Cabinet Secretary for Transport, Fiona Hyslop has announced the allocation of over £26 million to make it easier for people to walk, wheel and cycle for everyday journeys. Regional Transport Partnerships and Local Authorities have applied through ‘Tier 2’, which is the construction element of the Scottish Government’s Active Travel Infrastructure Fund, through a competitive process to support new infrastructure. The Cabinet Secretary confirmed the funding allocation while visiting the recently completed first phase of the Connecting Battlefield active travel route in Glasgow, which was awarded funding through a previous round of the Active Travel Infrastructure Fund. Ms Hyslop said: “I’m pleased to confirm that over £26 million has now been allocated and awarded for active travel infrastructure construction projects across Scotland. “Safer and better quality routes for walking, wheeling and cycling will make it easier for people to choose more sustainable travel options for everyday journeys. This means more people saving money, living healthier lives and leaving their car at home to reduce their emissions. “Further awards for construction projects are anticipated in the coming months, alongside funding for other projects which support uptake, which are also now delivered through local authorities and regional transport partnerships. We’re investing over £188 million in active and sustainable travel in 2025-26 – and from the evidence we’re seeing on the infrastructure we have previously funded, we’re confident we’ll see even greater rates of walking, wheeling and cycling as a direct result of that investment.”
