Any presumption of regularity or respect for the rule of law an Administration has walking in the door, this Administration has pissed away with the goal of breaking courts.

Courts have this Administration figured out, and they're not coming to play.

This doesn't mean voters won't prove citizenship when registering, just that the presumption at the ballot box is that registered voters have already proven citizenship. To same-day register at the polls, you would need to prove citizenship for your vote to count.

a lot of discourse flying around about whether voters in fact vote on policy, but I think there's an even wider-spread unevaluated presumption that voters in some sense SHOULD vote on policy: that if you're informed or engaged or thoughtful enough you back a policy platform.

Lawgeeks, Judge Winn (4th Cir.) has an interesting concurring op. suggesting that, just as in Title VII litigation, there should a presumption for asylum purposes that when a man sexually harasses a woman, the harassment is at least in part on account gender.

much like the presumption that anything within 100 miles of a border is 'the border region', this is clearly an excuse to overreach in a way that declares practically everybody to be suspicious and eligible for otherwise illegal harassment.
