They will not. Berkeley doesn't have any stations in the hills, and the city didn't rezone the hills when doing the Middle Housing plan either.

For cities that do have stations in fire zones, SB 79 lets them shift the rezoning to another part of the city.

Learning that the US moved away from phonics for a while to "look at the picture" was a real surprise to me, as Chinese is very much a "look at the picture" language and was hard to learn, such that the Chinese government introduced phonetic symbols to help students learn over 100 years ago

I was once at a housing lobby day where among the attendees was a Chinese speaking couple who built ADUs in California.

They were a bit lost at the event so I helped them out, and along the way, came up with the idea that the how-to-build guides put out by the state ought to be translated.

A key factor here is that I don't own a car, so fun trips are also going to be on transit. I wonder if there's a similar pattern with who's BARTing on weekends.

My own experience has been, I go to the office 3 days a week instead of the 4 I did pre-2020.

However I still BART to SF 4 days, as time saved from less commuting means more time to go out.

I think this is the way forward for many cities & transit agencies: being a destination for non-work trips.
