That (historically defensible) accounting practice created some screwy incentives, obviously.

And, when the market went bad, lease rates fell ~70% pa for 2-3 years before stabilizing at ~30% pa. So, the 2-3% O&M fees on a 4-5 year old IRU exceeded the price of an annual lease.

It was so fun.

In the telecom bubble, long haul circuits were either leased for 1-3 years, or sold as indefeasible rights of use (IRUs), 10-20 year capitalized leases (with 2-3% annual O&M fees).

The seller got a lot of cash up front, and the buyer held the lease as an asset on their balance sheet.

Yup. I worked in telecom. I also wonder about the implications for the data center market. What will happen to data center rates if a vast amount of well appointed and connected sites write off their capex and set prices on the basis of Opex (as happened with transport networks)?
