Two things are clear about the tragic flooding in Kerr County. 1. Local R leaders applied to FEMA, forced a revision to flood maps so the camp could build in the hazard area. 2. Fed funds allocated for flood mitigation were redirected by local R leaders to spend on policing not a warning system.
