My memory is that the Martin v. USA ruling is that it overruled the 11th Circuit's ruling for the US gov on these grounds, but I'll reread.

FTCA doesn't exempt intentional torts for law enforcement officers, QI is the doctrine that currently protects them, amending state equivalents or the actual 1983 is largely agreed upon as the method of how a jurisdiction or Congress would say "QI isn't a thing".

That a machine can't replace a lawyer for most of a lawyer's functions is obvious to people who know the industry.
