The cutscene at the end of chapter 3 remains one of the best I have ever seen

Some characters are just complete and don’t need anything else.

Adding to that risks ruining the arc the character had in the first place

There are room for sequels if the arc wasn’t complete. But sometimes it’s ok to let the character be.

I've heard mixed opinions of it over the years.

Usually nothing but praise for the story and character elements but the mechanics being love or hate. Super excited to get fully into the game tho!
