My first job one team used to show up early every day . Which seemed odd, because we couldn’t bill more hours for it. One day a senior guy walked by and said - if doing this is meant to impress me, it isn’t. It mean either I have messed up, or you have.

Also because the people inside it are too cowardly to either spend the money or demolish/stop using the building to not spend it, so their staff have to work in a deathtrap instead.

We are encouraged not to see this as a metaphor for how Britain is run.
The Palace of Westminster is literally going to either burn down, kill someone, or both because spending money to save it is perceived as so politically toxic.
I can’t remember which writer said this, but one aspect of the reluctance to do anything, is a % of the MPs who hate the idea of just working in a normal modern building as if they had an actual job - they want to be in Hogwarts
