You want to follow the SYNC path from the PPU2, to the encoder

Then check the sync signal path. See if any components might've blown.

If it can't boot into the FX Pak at all, it is a faulty CPU. This behavior is common with faulty A Rev CPUs. They're the absolute worst, as they fail in all sorts of random ways.

The traces for the two composite capacitors might be compromised. Make sure you are getting continuity for both caps from the top side, to the bottom side.

Either your composite capacitor is bad or you have a loose ground in the AV port. I would also advise checking your sync signal.
