They never proved people weren't carrying insurance. Given how many drivers drive for all 3 or 4 (lots of hacks love it) a significant proportion clearly do have insurance. Or DC isn't enforcing the regs on hacks and the already registered.

If you dress up like scary “Antifa Warriors” in black clothes, gas masks, etc. then the public sees The State vs Scary People

But if you dress up like dancing frogs the soldiers look absolutely ridiculous and totally out of place. Any violence they inflict on frogs looks wildly disproportionate.
