Between the Berlin blockade of 1948-1949 and 1991, there were numerous "technical closures" of highway, rail, and canal access to West Berlin. Once, I sat for hours on the Autobahn in East Germany because the highway was blocked by "Warsaw Pact maneuvers," a euphemism for military harassment.
