Back to your original point, unhoused people are dying because the government lacks the will to provide sufficient housing to all those who need it, and instead relies on the free market to provide a basic necessity.
We can have a discussion on how design can affect construction costs, and smart design can absolutely save money, but allowing a developer to build a less safe building to save money and expecting that savings to be passed on naive.
The second crisis are the people who now lack the means to live in market housing, and live in tents, on couches etc. these folks need non market options that don’t currently exist.
Halifax has 2 separate housing crisis. The first is a general shortage of units due to population growth. New construction helps solve this problem, and will cause rents to stabilize, and give people more choice.
If the market rent for a 2bedroom unit is $2500, how does a change in the built form reduce the rent? It doesn’t. Construction savings go to the builders profit margin.

if a condition the detector is designed to detect is present, and it alarms its working as designed. if the alarm sounds randomly, then its defective and should be replaced.
if there is smoke, and its alarming, its working properly.
sprinklers probably wont make that much a difference in facilitating occupant escape vs working smoke alarms and a window, while increasing the risk of damage. requiring them in attached garages probably makes some sense.
that's whats required to be recorded by the fire safety act.
Door Closers fail. Fire pumps fail. people put holes in fire separations. Every argument for single stairs can be countered with a fire where that safety measure didn't work.
the problem is that its hard for the public to understand the fire departments position, because it seems so unreasonable compared to the yimby arguments for single stairwells. Most people never have to contend with a situation where Safety systems fail.
There is a debate if the old seats are more comfortable then the new ones.
