Johnson, asked repeatedly about bringing House back to pass a bill to pay military during the shutdown, says the stopgap bill is the path to pay federal employees.

Just to state the obvious, this is not the type of rhetoric congressional leaders use publicly when they're getting ready to negotiate. And it is stronger than what we've heard Johnson say during the shutdown.
