Trump didn't say just now what those programs will be but indicated Office of Management and Budget Director Russ Vought may provide more info later in the Cabinet meeting.

Just to state the obvious, this is not the type of rhetoric congressional leaders use publicly when they're getting ready to negotiate. And it is stronger than what we've heard Johnson say during the shutdown.

Trump doesn't clarify whether he will follow 2019 law, provide back pay -

"We’re going to see. Most of them are going to get back pay and we’re going to try to make sure of that. But some of them are being hurt very badly by the Democrats and they therefore won’t qualify."
