In addition, the U.S. government - could in theory ask a U.S. corp to shut down operations in a foreign country...

...effectively crippling our data resources (and everything it may be connected to; medical, financial, military, civil, energy, communications, etc).

The U.S. government has the authority to access data from anywhere (including inside Canada) so long as it's maintained in a server owned by a U.S. company.
