I really don't know what it means for a RIF to be "Democrat-oriented." Either they are targeting RIFs in Democrat house districts or they are targeting perceived Democrat employees. Regardless, sounds like an impermissible reason coupled with a First Amendment issue under Rutan v. Republican Party.

I disagree with this idea of raising the cap. SS is about getting benefits based on what you've paid in. There is a income cap because there is a max amount of benefits that are paid later (at least for SS).

I'm no expert, but considering 1) CA has a GDP of 4.1 trillion (essentially a small country) vs VA GDP of only 600 billion and 2) Population of CA is 4 times that of VA...... this might not be a realistic ask.
