My 6th grade teacher made me rewrite every single story as a play if there was even a single utterance from a character in quotes because “people don’t speak out loud in short stories.” I still have every draft as proof.

I could be wrong, but making the files public isn’t a legal investigation into the crimes, it’s more of a FOIA request for documents from completed and/or pending investigations, so I don’t see how that’s obstruction.
