There are rumblings about VPN reviews in six months time, and with VPN use skyrocketing by 1800% since Monday, it looks like Internet Providers could be force to block access to popular VPN sites. Websites they request ID verification will also be forced to block VPN access

They've already done it. You have to use your government ID or take a selfie that will scan your face to guesstimate your age with AI. The issue is, they're run by third party companies, some of which have close ties to the government after being handed a massive amount of cash to develop AI tools
