Robežšķirtne starp abām, protams, lēnām izplūst (un tas ir labi), bet atceros, ka ne tik sen bija diez gan pamanāmi.

Birokrātija daudz ko automatizē un, ja tādas nebūtu, mēs to izgudrotu no jauna un atzītu par labu esam.
Ja runā par to jēdzienu ikdienišķā lietojuma nozīmē - tad, protams, besī, ka viena institūcija sūta pie otras, un tā - atpakaļ ("the rule of no one"), vai kad uz mūžu invalīdam statuss jāatjauno.
