It's really not. They also built facilities. There's literally a German Airforce Flying Training Center here in Texas. The UK also has their own building facilities. You just seem to not know what you're talking about.

That's not what's happening here. The Qataris will be at Mountain Home Air Force Base to train their F-15 pilots.

You aren't reading it correctly, or more accurately, U.S. news has been terrible in it coverage of the issue.

The Qatari's will be at Mountain Home Air Force Base, not their own base, and they're explicitly there to train with our pilots. They're going to be training their F-15 pilots there.

Yes. We have six or seven foreign nations who have training facilities set up within our base structures as this one will be.

It's unusual only in the sense that it's the first middle-eastern nation to do so. Currently it's like the Netherlands, Germany, the UK, Singapore, and NATO.
