The combined authorities have really poor governance that one day will have to be revisited. London doesn't need to copy it. Also unclear location of responsibility was one of the (many) criticisms of the GLC/borough setup.

It is good that the mayor doesn't derive their authority from the boroughs. I can see why the Labour councils might want to tie the hands of a future non-Labour mayor, but this would be a step backwards.
