One is a private entity.. the other is government border checks when entering a completely different jurisdiction.

Of course, if you actually focus on the text, you'll see the rollout is mandatory.. subsequent additions to it will be too.

Do you also see where they explicitly outline when it is optional?

To then not explicitly specify it as optional for the secondary rollout phases?

I’ve been saying this for ten years now but possibly not often enough: Ask Them What They Think The Words They’re Using Mean. And then ask them to name the ‘problematic’ people. We had ‘sovereignty’, ‘laws’ & ‘unelected bureaucrats’. The US now has ‘Antifa’, the ‘radical left’ & ‘insurrection’. Ask!
