I wrote "piracy" so this suggestion had nothing to do with privacy. I believe that what the US naval forces are doing could be considered piracy, and in international waters, they maybe fair game for other countries' navies. But I'm not a lawyer,much less a Judge Advocate.

Some countries have better systems than the US but it seems to require early intervention, more to do than drugs, and a willingness to treat drug addicts as human beings. I've read that Portugal has had some good results.

USA refuses to answer to the International Criminal Court and taking these people into custody would mean fighting the Secret Service Shooting ships in international water might be actionable as piracy. Do a Wikipedia search on piracy in international waters.

Hoover never used the FBI for drug enforcement because the bribe money was so good. Ortega's military preferred going after drug runners because they weren't the ones with serious money and the US paid agitators had millions to throw around.

I more and more think anything that Trump does or orders done in South America is just cartel infighting. Every time Nicaraguans make a drug bust, the cops display the perps and the haul. And they do regular vehicle inspections on road choke points.

My British friend called today to tell me that some professor wanted to take an abandoned cat and all her recently born kittens. My first question was "Is he a biology professor?" She'd thought the same thing and wasn't going to give him mom and kittens. This is a rough country for cats .

The thing always to remember is groups that call for US intervention in changing governments don't have popular support. Any group of Latinos that's large enough can change a government without US deciding who should be the country's next president.
