Evidence from jurisdictions with involuntary treatment policies shows that compulsory treatment does not reduce drug-related harms, improve long-term health outcomes, or prevent overdose deaths. CPHA’s 2025 position statement on the toxic drug crisis underscores that involuntary treatment can increase the risk of fatal overdose upon release, violate human rights, and deter people from seeking voluntary health care. Further, forced treatment disproportionately affects structurally disadvantaged populations and reinforces stigma and discrimination against people who use substances. Alberta’s current emphasis on involuntary treatment makes no sense given the difficulties and long wait lists faced by individuals seeking voluntary treatment for substance use disorders.

In the former official’s opinion, it was more likely that the vessel was carrying migrants on a human smuggling run. It would be impossible to know for sure, however, given that any evidence of drug smuggling was destroyed in the attack.

Keck and Correa-Cabrera (2015) assessed the efficacy of interdiction prior to the illicit fentanyl era. They found that border enforcement had no impact on heroin seizures and actually reduced the price of both heroin and cocaine.

Eric Engler and another UCP staffer *lived with* Marshall Smith?

For context, Engler was the press secretary while Smith was chief of staff in the Ministry of Mental Health and Addiction. When Smith graduated to the premier’s chief of staff in 2022, Engler became CoS for the Ministry of MHA.
Ethan Lecavalier-Kidney told The Globe he lived at the property under a sublease agreement from August, 2023 to April, 2024. He said he paid $1,118 a month, plus utilities. He did not answer questions about who collected his rent.

Eric Engler also confirmed he resided at the property but did not provide details about when he lived there or the amount of rent he paid.
