10/ The Scottish starter rate of income tax was always a gimmick. Below the relevant tipping point in earnings it meant lower income taxes than elsewhere in the UK by about 50 pence a week.

6/ Remarkably, Swinney is relying on a forecast for 2025-26 (made in December 2024) which is now very clearly wrong.

It’s very clearly wrong because similar forecasts were made for the two previous financial years, and we now have outturn data proving those forecasts were wrong.

5/ We therefore know for sure that Scot Gov’s high-profile claim was not true in the last two financial years.

So why is Scot Gov arguing that it’s perfectly okay for Swinney to repeat the claim in parliament, and to accuse Russell Findlay of misleading parliament?

4/ In 2023-24 the proportion of Scottish taxpayers below the tipping point was:

1.4 / (1.4 + 1.06 + 0.46) = 48%

And in 2024-25 the proportion of Scottish taxpayers below the tipping point was:

1.46 / (1.46 + 1.05 +0.523) = 48%

3/ The income tipping points above which Scottish taxpayers paid more income tax than if they lived elsewhere in the UK in 2023-24 and 2024-25 were £27,850 and £28,867 respectively. Nobody disputes those numbers.

So, using the HMRC outturn data in the FOI response…

1/ According to the latest Scottish Income Tax Outturn Statistics, intermediate + higher + top rate taxpayers were 57% of all taxpayers in Scotland in 2023-24.

These bands all pay tax at rates higher than the rUK equivalents.
