Gladys uses people violently at times, but the primary purpose of her victims is to sustain her. The story is framed around these missing kids, but they aren't used as weapons until they turn on her. Thematically they don't seem to be weapons.

3) I like endings that don't feel the need to tie everything up, but I would have liked a scene that gave us any insight into how our characters/the town are reacting to the conclusion of the movie

I liked Weapons a lot. Good use of tension, creepy (though perhaps could have been even creepier), fun character switching. Delightful ending.
