Rents are, as you say, set according to supply/demand. Yields are low in the SE - barely above lending rate. If Landlords can't pass the tax on they will indeed exit the market, lowering supply and therefore raising price.

I don't think rental yields are particularly good at the moment. So the tax would just be passed down to the renter. I'm strongly in favour of minimum standards enforcement. I don't know how it works at the moment but funding enforcement through the fines?

There’s tonnes of academic evidence showing that rent controls are fundamentally bad. There’s a great Krugman article now 20 yrs old explaining the simplicity of why they lock out new renters, lead to a reduction in volume and quality of rental properties etc.

Back in my days on aviation policy in Government, I went to see Heathrow T5 being built. The project head was v impressive. He went on about how the whole terminal was built around the luggage system & was tested to death as it always fails in new airports. T5 opened and the luggage system failed.
