Seems like a strange question. Short answer: probably mostly in the elderly. But it’s more nuanced; it’s not primarily about preventing COVID-19 anymore.

The only thing they can do is disempower the public that is already coping with the collective trauma from the pandemic.

There is literally nothing that the average American can do. IMHO it’s something that public health experts should discuss in their circles, instead of dragging the general public into it. After everything people went through with the pandemic, the last thing they need is more fearmongering.

Additional importance: "Differences in PAS risk were attenuated in strata of patients who received antiviral treatment or whose vaccination status was up-to-date against their infecting virus." This again shows the importance of immune memory.
