The services provided by the civil bureaucracy;
Crisis response
Maintenance of infrastructure
Localization of food production
Reclamation of potable water

This does not replace or compete with private enterprise. The benefits accrued by a continuously replenished labor source are self-generating.
In the CIVIL DEMOCRACY citizens invest 2 years in public service programs administered through the civil bureaucracy in exchange for universal healthcare and higher education. It won't be an entitlement because it will have been earned.
CIVIL DEMOCRACY
Vertical checks & balances not horizontal among a higher echelon of power
1 house legislature/term limits/biennial elections
Executive council with rotating chair
Independent department of judication
No party role in national politics
Public Oversight
Civil bureaucracy
NO PRESIDENT
When is the International Court of Justice at The Hague going to get off of its ass and issue arrest warrants for Trump, Hegseth, and Rubio, for war crimes?
The presidency is the caretaker of an unrealizable truth.
The political divide is the embodiment of a contingent existence. Things can either be one way, or otherwise. We rely on our reasoning capacities to determine which choice is right and believe this comingling of diverging opinions will result in a hybrid truth.
The political divide will not be healed until we are able to govern without a president. A president is not a flagpole around which to rally, but the emblem for which one pledges allegiance to one side or the other of an equivocal ideology. The president is division personified.
The Executive Council comprises the functioning apparatus of government performed by the executive branch. A new member is rotated on and off the council biennially, with the chair assumed during the member’s last term. Members are selected and confirmed by the federal legislature.

There is more evidence supplied by Neuroscience to suggest that behavior is determined by biology, than there is of the existence of a general will. The general will is simply an index of instrumentally induced behavior.
The motivational nexus for volition is external stimulation and not some mysterious internal conviction shared by others that miraculously unites.
A majority and a general will are not the same. A majority is objectively quantified. The general will, like its individual counterpart, is an equivocal concept occupying a realm independent of objectively.
The general will is always conditioned by the contingencies of its empirical application and its justification by numerical qualification results in ruinous contradictions.
The president is the vestigial member of absolutism. Instead of deriving power from providence, the president is delivered power from an equally problematic source- the general will- a philosophical fallacy. Co-existence and absolute independence are incompatible concepts.
The metaphysical lurch across the abyss envisioned the general will as the custodian of a, “consensus-at-large.” The product of a defunct Cartesian theory of correspondence.
When John Locke expounded his concept of the general will in the Second Treatise, he made no secret that it was written as a justification for the glorious revolution of 1688, when power was effectively transferred from the monarchy to parliament.
The general will was postulated by the philosophers of the enlightenment to change the dynamics of society. They were successful at shifting authority from the divine providence claimed by monarchal absolutism to an absolute will as embodied in the new property-owning middle class.
Putin is not finished with Trump. When Putin begins to bear false witness against Trump it will be a cipher of Putin’s regret revolving around something he either has or does not have. [2019]
Putin does not need to rely on fear. Putin has uncertainty at his beckon call. Putin used his kompromat to lure Trump into ever more compromising positions by meeting alone with no witnesses. What was not said becomes as important as what was said.
Putin knows their exact extent. This type of leverage is known as, “kompromat.” The threat of being exposed is conducive to control, the actual details of the complicity inspire fear. This is the lesson of Joseph Stalin that was not lost on Vladimir Putin.
One cannot be certain where the interests of the United States end, and where Donald Trump and Vladimir Putin’s begin. They merged at a place called Helsinki.
Donald Trump expresses nothing but the highest admiration for Putin. The extent to which their business connections intertwine is only slowly coming to light. The relationship has geo-political implications.
