Trump says the government will send National Guard troops to San Francisco and may invoke the Insurrection Act to do so. It comes as President Trump asked the Supreme Court on Friday to allow him to send National Guard troops to the Chicago area.

Essentially, there's no check on a president's power to deploy the military.
The court ruled in favor of Trump largely because of how much deference they believe is owed to the president in using the NG.
The same appeals court made pretty much the same ruling in San Francisco.
