I will note from the outset that the filing (see screenshot) seems to be saying that some of their planned activities are "still undecided and fluid."

This seems pretty nuanced, no? The techniques discussed in the application (if we're talking about the same one) include logging into Telegram tokens/keys on a seized iPhone, and powering on the iPhone and "using the Telegram application to login to the Subject Account on Telegram’s online webpage"
